SP-API - Invoice submission France - Tax rate code is missing country code

Hi,

we are retail procurement using sp-api for invoice submission.
in france, when we submit invoice, we need to specify the levy charges/weee charges (basically, couple of miscellaneous charges)

i am constantly getting "Tax rate code is missing country code" error when invoice is submitted. (attached screenshot)

any idea how to resolve this or how other people are submitting the invoice in france using sp-api?
