Publish Make a page guide in Prototype Kit

What

Publish the already-written Make a page guide in the Prototype Kit.

Why

We created this guidance and tested it back in March when we tested some improvements to the Prototype Kit documentation.

The guide tested well but we've never got round to publishing it.

After speaking to @36degrees and @DebsDee on 10/09 we agreed this can be published imminently before we consider more drastic changes to the IA and the design of the Kit docs.
