Write the release notes for GOV.UK Prototype Kit 9.15.0

Most kit releases consist of fixes and/or updating to the new version of GOV.UK Frontend. We tend not to write explanations in the release notes for fixes as the names of the pull requests act as descriptions of what has been fixed. We would still require a technical writer to make sure that the pull request descriptions are descriptive and if necessary, rename them.

Why

To help users understand what changes have been made in the 9.15.0 release.

We haven't so far raised a card for this work but we should so from now on as we want to get into the habit of checking whether a technical writer needs to work on the release notes before we start the process of releasing a new version of GOV.UK Frontend.
