BUG: Data from unpublished callout is ingested

To Reproduce
Steps to reproduce the behavior:

1. Go to acc env
2. Create a post callout with very specific data but don't publish it - to be in DRAFT state
3. Trigger ingest
4. Query the specific data - it is returned

Expected behavior
DRAFT callouts should not be ingested.

Just as a subjective side note, this bug wouldn't likely exist if ingestion happened through GraphQL in the same manner as data is pulled normally by e.g. web client. As we continue to implement special ways to access data for VCs, similar bugs can be introduced that would not otherwise be possible.
