feat: Make the pypi release file check for version before trying to publish

The .github/workflows/publish.yml file current contains logic on how we can publish this project as a pypi project. We want to update the logic to first check our pyproject.toml file and get the current version of the project. Then we should get the version of the published package on pypi. If the pyproject.toml file has an updated packed only then we should publish to pypi.
