Consistent position of the tip popup

Make the popup appear close to the tip button
currently it shows somewhat floating randomly



Make sure it is consistent on different resolutions (center column, full screen, mobile browsers)

If I'm right, the chat should work fine now, we changed from position:fixed to absolute

I tried to find good and quick solution for it, but to be honest, i have no idea how we can easily fix this. Really tricky bugs. Maybe, other teammates have any suggestions.
