Change workaround Unicode encoding for glottal i to "real" encoding #1

In March 2019 a symbol for glottal i was added to Unicode: U+A7BD, ꞽ.

Firefox's default font (Noto, at least on Debian 10) still does not support the new character code. Thus the standardiseAccents() function in hiero.js uses a workaround code, I with hook above: U+1EC9, ỉ.
