Renaming a file inline should scroll to the middle of the page

Open a rather large project folder (like Brackets)
open a file from the file tree so that it appears in the working set
scroll the project tree so that the file you just opened is near the bottom of the screen
right click on the file in the working set and select rename
a rename editor appears at the bottom of the screen which is barely noticable

This is not fixed in the project manager revamp because it is basically an entirely separate concern (the ViewUtils.scrollElementIntoView function did not need to be touched for that work). I agree with the idea here, but don't think I'll be fixing it at this time.
