Need to re-implement native file watching on Windows XP. To fix Issue #6951 for Sprint 37, we had to disable our native node-module implementing recursive node file watching. See Pull Request #7170.

@jadbox This is likely more than a simple bug amount of work, so it's worth considering the priority of this and the importance of XP support. Let us know if we should create a card for this.
