Memcache docs point to dead Acquia Docs page #3124

the https://github.com/acquia/blt/blob/9.x/docs/memcache.md page links to Using Memcached on Acquia Cloud (https://docs.acquia.com/cloud/performance/memcached) but that page doesn't exist. We either need to remove it, or add a new link instead.
