Goal is to:

Check if these detection bugs (for licenses) are still present.
If present, create rules for these.

We need to:

Process the curation files (get a purl and see if there are any license curations)
download and scan these and check for detection bugs with the latest v32 SCTK
add rules for these curations, wherever applicable
