Description

Since #33031 increased the specificity of the rules, the overrides in the widgets screen no longer work, results in a wide inserter button which is not ideal.

Step-by-step reproduction instructions

  1. Go to Appearance -> Widgets
  2. Notice the header inserter button size

Expected behaviour

It should be a 36px square.

Actual behaviour

It's a 48x36px rect.
