Best Practices Re: Issues

We've successfully opened, discussed, reopened, and closed our first issue, #2! Thanks to @zhuzh1983 and @zhangsj96 for their participation.

Some recommendations regarding issues:

• Search through existing issues first before creating a new one (see example screenshot below—you may need to clear any default/existing filters).
• Reopen any closed issues as needed and with a comment explaining why.
• Close issues with a comment explaining why or referencing a commit, merged pull request, etc. (see example).
