Multiple file upload

In COP, for Events at the Border, we need a multiple file upload for item seizure and Civil penalties evidence collection. The design has been taken from MOJ
Prototype usability testing on this component tested well and the developers have created a react version of it.
We wanted to share this with the HO design system to get feedback and with a view to adding it to the design system.

The screenshots are taken from the development environment. Happy to have walk through of using this component if needed.
