Theme configuration page missing top bar in Safari browser

Issue Summary

When using Safari browser Version 16.6.1 (16615.3.12.11.5, 16615), the theme selection page/pop-over/toaster/thing is missing the top "menu bar", containing the "Official themes / Installed / close / Upload" options.

Looking at the loaded pages, I've linked screenshots showing the missing

Steps to Reproduce

1. Self-hosted Ghost, on Debian 12, with MariaDB 10.11.6
2. Disable memberships in admin UI (not sure this is relevant)
3. Settings UI, Themes, "Change Theme"
4. Note missing top bar
