Items can be lost in all towny guis

What steps will reproduce the problem?

1. Have any item in a hotbar slot
2. Open /plot perm gui (can also use /towny plotclearblocks /towny switches /towny wildsblocks)
3. Hover over any EMPTY slot in the towny gui
4. Press the number key corresponding to the hotbar slot that has an item in it.
5. The item will now be in the plot perm gui and be irretrievable.

What is the expected output?

The item should not go into the gui, it should snap back into place like it does if you try to click any item in your inventory with the gui open.
