Boats can break lily pads in towns

What steps will reproduce the problem?

1. Set up a town
2. Let someone who isn't part of the town place a boat or ride a boat in your town
3. Let them drive through lily pads
4. It will destroy the lily pads which, at least in my opinion, shouldn't happen

What is the expected output?

I am expecting the boat to stop and not break the lily pad instead of breaking the lily pad.

This may or may not be something we can protect against, I'll look into it. There are some boats-break-hanging-entities events that are not thrown by the Spigot/Bukkit API, for us to cancel.
