Suggestion: Option to disable neutrality payments for towns going bankrupt #6017

Please explain your feature request to the best of your abilities:

Add an option to disable peaceful state payments for towns that would go bankrupt / are bankrupt and just simply disable peaceful state for those towns instead.

We had some bad experiences with bankruptcy system as some towns went into bankruptcy too quickly due to the peaceful cost, which was on by default for our towns.
Our bankruptcy cap is fairly small as we only use it in a limited way, but if there was a way to stop peaceful cost from being taken entirely for towns that would go below 0$ and just simply disable the peaceful state, it would help us a lot.

There's kind of a similar setting for nation tax in bankruptcy cases, but peaceful status seems to have no settings for it.
