I want to be able to disable or hide "download" (ideal experience would be to leave the option there but grey it out) on folders, at this time I wont be implementing a download method for an entire folder.

It appears i can do this at the folder level, but not on individual items within a folder.

Did you try using the custom visibility method?

look at the code in PR 107 for ideas.
