Feature request: allow to specify mp4 quality and scale in exact numbers, not visual scale

In usually life I need only few presets of output MP4 files for different posting sources:

• 1080p
• 720p
• 360p

As input files can be with any resolution, possibility to resize to -25% or -50% seems useless.
