Request VU Github access process

We need a process for requesting access to VU GH.

Confirm users have the ability to request GH access via cherwell.
Ideally these requests would go to desktop engineering.
To complete the request, the user needs to be a) confirmed to be faculty or staff b) added to GITHUB_ENTERPRISE_USERS
