KomodoObjectLabelProvider Should Be Available To Other UIs Beside Shell

Right now the label provider framework is contained with the shell. Move this framework to be accessible to any Komodo UI. Also, add to the framework a generic way that text could be formatted by the UI. So it might be nice if the UI took a text format argument that could be configured by the framework and used by the UI to add style, color, alignment, and size to the display text.
