Add option to turn on experimental caching

At some point Titus had implemented a template caching system that seemed to work well in performance testing, but it was never released as far as I know. At the time it was said that it needed more testing. If that's the case, perhaps we should add a toggle to turn it on as an experimental feature so that it can be tested?
