[Environments] Show available GPUs #786

Motivation

In deployments that contain a limited amount of GPUs, users do not know how many of these are available before starting an environment.

Proposal

  • Include this information in the New Environments page, for instance: 1 out of 3 GPUs available.
  • Inform the user that if resources are not available at the moment, as soon as they are the environment will get started (most users are not aware of this or they forget they had a pending environment).
  • Provide an option to cancel a request if pod is not yet schedulable.

The resolution of this requires an endpoint somewhere that will provide the information - the notebook service could do this I suppose?
