Observation

Quick audit of scrollbar overflow outside textarea:

• Blogs
• Contact
• Cart note
  • It's also kind of an edge case since it only comes up if you write a lot of info in the cart note: screenshot

Other considerations
Might not be the same fix as the original #1293 dropdown one, given an overflow: hidden would also hide the focus border animation. - Ken
