Nelson stops adding new neighbors #75

OS: Linux Ubuntu
Version: 0.3.5

After a couple hours, IRI Neighbors drops to 0 and never goes up. This causes the node to become un-synced and stop doing work.

Confirm that - a few hours after restart 'neighbors': 0 on api.get_node_info() call. NO sync on Field's web page. Also using seed, not an address.
