#6 fixes the manifest, (thanks @torgo) icons have also been added

Ideally a separate localised manifest should be generated for each language.

But that is an issue for when we have more than a single language.

This now has a minimal PWA which needs expanding and it generates inline URL encoded webapp manifests on the fly.

The PWA should be improved to cache responses to continue to work offline.
