What kind of change does this PR introduce?

This PR adds a allowExpressions option to no-useless-fragment. Not everyone (including us) is bound to the return type of JSX.Element; therefore this should be configurable. To avoid breaking changes, this is opt-in. The default value is true. This behaviour was once supported but was removed.
