Describe the bug
If you load a QiskitRuntimeService and try to return all backends available to you that support dynamic circuits, it returns an empty list.

Steps to reproduce

from qiskit_ibm_runtime import QiskitRuntimeService

service = QiskitRuntimeService()

print(service.backends(dynamic_circuits=True)

Prints []. I've tried specifying the instance as well to one that I am certain contain systems that support dynamic circuits, and it still returns and empty list.

Expected behavior
With IBMProvider, running similar code returns all backends that support dynamic circuits. I would expect that within QiskitRuntimeService it follows that same behavior

  • qiskit-ibm-runtime version: 0.17.0
  • Python version: 3.10.8
  • Operating system: MacOS Sonoma
