Performance warning with UUIDList() and SQLAlchemy for a self-hosted server

Bug summary

I am running a self-hosted prefect server. When I clicked on a flow run in the UI, the following is printed out to the terminal where the server is being run:

/home/asrosen/.conda/envs/prefect/lib/python3.11/site-packages/prefect/server/utilities/database.py:335: SAWarning: TypeDecorator UUIDList() will not produce a cache key because the ``cache_ok`` attribute is not set to True.  This can have significant performance implications including some performance degradations in comparison to prior SQLAlchemy versions. I suppose it would be worth addressing this by setting cache_ok in UUIDList().
