Backend Avatar Handling for Public Community Groups & Groups without Uploaded Avatars #589

Right now the frontend displays the "pin-on-a-square" map/location icon for the town, state/province, and country groups. We need to get the backend to handle that instead and provide it to the frontend as those group's official avatar.

Right now the frontend displays the ng-letter icon for a group or user when no custom avatar has been provided (e.g. J for Jesse Chen or S for Save the Whales). We need the backend to handle that instead and provite ot to the frontend as needed.
