According to information @mklement0 found here, the PowerShell libraries on OS X have the path to Homebrew's OpenSSL libraries baked in so it is not necessary to check for the /usr/local/lib path for those libraries. This has been raising false-negative notifications for some users on OS X when PowerShell would normally work in their case.

In fact, according to the aforementioned link it seems that using the symbolic link approach is considered a security risk so it seems the troubleshooting documentation needs to be updated to provide a different recommendation.
