Several installation issues - Data Importation (No Docker)

Describe the bug

When installing and selecting not to use Docker:

1. The setup script at the very end prompts to start docker containers
2. It asks whether sample data

To Reproduce
Steps to reproduce the behavior:

1. Install the application
2. Don't use docker

Expected behavior

1. The data importation questions must follow one after the other
2. If docker is not selected, then the docker prompt must not be given

Actual behavior
A clear and concise description of how the code performed w.r.t expectations.

   1. In this case the output is inserted before the question you just answered about importing data. The question is then printed again.

Hi @palisadoes . Is not this and #2831 the same ? I was working there and already had an open pr. Was writing tests for the whole. We already had a discussion.

Yes. It was a duplicate issue I think. The same issue was created in #2831 where I was working on.
