How can I delete old github account I lost access to after lost my phone?

Hi guys. I have an old github account with the username peterisfanboiirenee (https://github.com/peterisfanboiirenee). Now I forgot this account and I lost my old phone so I lost my two-factor security. I have removed the linked email. Then I created a new account and want to use the student package but it's registered with this old account. So can I delete this old account? How can I prove it is really me without access?
