[OEP 0001] OEP Pre-proposal: New OEP process

Summary

During the lead up to NumFocus, and the NASA SotY build out the issue has been continuously raised that we need a clear place to manage and discuss the larger efforts that are happening to evolve OpenMBEE. After researching several techniques I stumbled across the process used by Project Jupyter. Therefore, since this is a future "co-project" within NumFocus and a community we aspire to imitate with we will start here as a baseline for our enhancement process.

Why is this is a OEP?

This new process will be written both to discuss/evolve/describe our process and will also be used (similar to jupyter/enhancement-proposals/issues/27) as a meta "how-to" document and dogfood the new process. This issue serves as the pre-proposal for this meta-OEP.
