Pre-release

This release contains code MT1 and MT3 optimizations for point(y,x, latlong) to support faster web_Mercator_cell related visualisation of compacted latlong related 2UP attributes.

11.4.2 fixes some QtGui flaws (MainMenu->View crash) and old GeoDmsGui.exe flaws (ToolButton numbering was out of sync since 19-6-2023).
