OSLC Discovery

OSLC utilizes Discovery to find Services available to the user.

Upon initializing the server, the program sends the user the resource at the root URI for all of the Services. It is expected to be a Service Provider Catalog, but may differ depending on the user's default services.

If there is no resource at the root, the server loads all services as described in a default services JSON file to the database. The path to the default service needs to be in the written out in the "services" key of the configuration files in /config/env/*.
