Improve the path of issues

Currently, when issues are raised, they do not automatically go into the Triage column. It would be good to improve this before the community/contribute pages go live.

Need to assign both project (Design System and Community Backlog) and relevant label to every issue/request that is raised

Label issue is fixed but another PR will be needed to fix the project issue

New PR raised to tidy some things up and move the project setting to the project workflow instead which has now been set up
