Expected behavior

Upgrade Typescript to version 2.8 since Angular 6.1 now supports TS 2.8 and 2.9.

What is the motivation / use case for changing the behavior?

Leverage the latest features and enhancements available in Typescript and Angular.

For the moment we can only migrate to v2.8 since it is the latest one supported in IntelliJ 2018.1.6 (which is the latest IntelliJ we can use for the moment).

We should use IntelliJ 2018.2 or later to be able to support Typescript 2.9.
