Updates to Parsing PSSE RAW files

Few things that we need to figure out for NTPS when parsing RAW files, (@scdhulipala please chime in here on what I might have missed)

• How to deal keep zero loads in the systems ?
• can we have a function to fix the line/circuit breaker thing the raw file 0 -> 99999 ? #1017
• Parsing the correct load zone mapping to enable automatic calculation of LPFs

I am pretty sure this is done. Test it out.

This is a data input problem. What would be a good heuristic to handle this?
