Add new OSM Bridge Points Service

Using the new fim 4.5.2.11 bridge centroids file, make a simple static service that shows where bridge points for OSM are at. Later, possibly in March, we can replace this with the new BITS (Bridge Inundation Threat Service) 864 .

The columns are coming in metrics, so change them to imperial if we don't have a new / adjusted centroid dataset by then.
