Add the following scripts/files to support the ice/ocnpost jobs:
A config file for ocnpost has been added in a previous commit (parm/config/config.ocnpost). Resources for the ocnpost_* jobs was also previously added to parm/config/config.resources. Remaining work for adding ocnpost_* jobs will occur in setup_workflow*py scripts and possible additional config updates as needed.
