Comply to ops coding norms

Description

At some point in a not too distant future, we need to:

• Refactor the python scripts following what was done for Aero (@CoryMartin-NOAA ) and Atm (@RussTreadon-NOAA)
• Comply with ops shell scripting norms and move the marine DA ex_scripts to the global-workflow

This work will probably mainly be done by @AndrewEichmann-NOAA and @guillaumevernieres and ? (volunteers?)

Blocking issues

We will not start until we have a useful, functioning system. I've been saying we're 2 weeks away from having a functioning system for 6 months ... So just 2 more weeks from the time you read this issue ...
