Remove global_gsi.x and global_enkf.x from regression tests and use gsi.x, enkf.x, and ncdiag_cat_serial.x in scripts for release/gfsda.v16.3.0 #400

This issue will document the changes to remove global_gsi.x and global_enkf.x from the regression tests and use gsi.x, enkf.x, and ncdiag_cat_serial.x rather than global_gsi.x, global_enkf.x, and ncdiag_cat.x, respectively, in scripts and ush.

Work will be done in release/gfsda.v16.3.0

These changes were merged to release/gfsda.v16.3.0 at
b19916b. Closing this issue.
