AMVs updates package for feature/gfsda.v16.x

This AMVs updates package includes the following:

• assimilating the mitigated GOES AMVs and writing out AMVQ (mitigation flag) in the uv diagnostic files
• assimilating the updated Metop-B/C winds (from GOES-R-like retrival algorithm, aka 'nested tracking', and using the new BUFR format, which was introduced with the first use of GOES-16 AMVs)
• fixing a bug for LeoGeo winds - they now use CLATH and CLONH instead of CLAT and CLON; they also use the old GCLONG mnemonic instead of OGCE
• fixing a big when writing 'station_id' for AVHRR winds
• corrects the use of proper OE profile for VIIRS winds

@ilianagenkova We are in the process of merging the authoritative release/gfsda.v16.x into the authoritative master at this time (PR #240). This will be completed by next Tuesday, November 2. It would be best to merge this work directly to the authoritative master following the merge (and removal) of release/gfsda.v16.x.
