The name of the RESTART files are hardcoded to grid_id = 1, but the LSM one could be other grid_ids. We faced an infinite loop in the spin up for Alaska, as the grid_id was set to 4 in the wrfinput.nc file for Alaska. We need to make this independent of the grid_id number.
