Update test cases referencing JAXA LDDs to use local versions of the schemas/schematrons

💡 Description

Per discussion on #1132, we continue to get intermittent LDD download issues from the JAXA archive. To avoid these intermittent failures, we will download the applicable schemas/schematrons, and execute validate with the local versions.

Commented out 427-1 and 690-1 because the two jaxa files are available.

Do you know anyone that has the last two files? JAXA is still down and the internet wayback machine does not have them either.
