Folding should persist by file, not tab-only

I don't use the tab-view, I use the pane-view in vscode. When closing out of a file on the left pane and opening it later on the right pane, all the code folding is lost. This is annoying because I like to keep my code folded for easy scanning. It would be nice if this feature persisted for files, not pane/tabs only.
