Current parks sequestration estimates are from (potentially outdated) current boundaries. Parks has requested adding areas that are planned for acquisition. There is also 'search' areas, but these are broad areas where narrower tracts will be added, not the entire area.

There is some uncertainty in the current shapefile of what labels mean, so some back and forth with parks is necessary.
