Currently MPCA sources are included in data only if they are (a) commercial or (b) industrial in a city not found in EPA.

Next step is to look for industrial sources in MPCA that are not in EPA dataset but are in EPA dataset cities.

Also double check that MPCA emissions reported in cities that share a name with a township are indeed within the city boundaries. Geocoding addresses could be useful but time intensive. First obtain a count of the number of facilities that have this uncertainty.
